Howard Arthur : Director
A social scientist and human resource professional by background, Howard has 23 years experience of Organisational development working within Public Sector organisations, with 18 years being spent in the NHS.
From October 2001 to April 2008, Howard was Director of Team Resource Management and Patient Safety, Acting Director of Board Development, and Deputy Head of the NHS National Clinical Governance Support Team.
He has completed a post graduate qualification in Executive Coaching and also been trained through CEDR and ACAS in work place mediation.
Howard has worked across and within all sectors of the NHS which allows him to bring a range of knowledge, understanding and experience to projects that is unique. HWA Associates also can draw upon a vast pool of skilled and experienced individuals to successfully deliver interventions and projects, from 1:1 coaching through to large group events and conferences.
Previous senior NHS management posts included Assistant Director of HR, and Deputy Director of HR within large Acute Trusts, PCT’s and Mental Health/Learning Disabilities. Howard’s expertise lies in the fields of:

Recent and Current Assignments include:
- Producing OD Strategies/Plans for PCT Provider Services
- Coaching a range of individuals within the NHS, clinicians, Directors and Senior Managers
- Working directly with Clinical teams to improve their performance
- Delivering a yearly ‘newly appointed’ consultant programme for one of the top ten largest trusts in the country.
- Coaching a range of teams, including specific medical consultant teams, to develop effective team work and improved working relationships. Current work includes a regional transplant team, a breast screening service and a neonatology unit.
- Working with an expanding GP Practice to develop their capacity and capability for further growth.
- Working with a range of ‘challenged’ GP practices to improve performance, particularly access/quality.
- Working with three PCT Commissioning Organisations to improve, develop and achieve the World Class Commissioning Competences OD Plan, this is on going
- Part of the national Stroke Development Team, of NHS Improvement – Team and Leadership Development Programme
- Facilitating/Advising a social enterprise company in Nottingham develop its Vision and values through key stakeholder events. This is a pathfinder site for the Department of Health in the key are of Practice Based Commissioning.
- Working with Birmingham’s Learning Disabilities Service for the past year to support and implement their Organisation Development Strategy. This has included working closely with the Clinical Director and psychiatrists to engage them in New Ways of Working.
- Mediation between Medical Consultants who’s relationship has broken down
- Facilitating a range of interventions with number of Clinical teams who either have relations problems or are not working effectively together.
- Implementing a Productivity/Modernisation Project within a PCT Provider Service.
- Developing a Clinical Governance Framework for a Rehabilitation Service in the West Midlands
- Designing and delivering 15 Workshops to assess and develop staff motivation and engagement in a Primary Care Trust which then provided the basis of their Organisation Development Strategy.
